I have the same errors pop up and the DLC installs, this isnt the problem, its the fact the game doesnt understand the DLC is there so it never detects. Even aftet its downloaded, i can still go back into the PSN store and the DLC still says download, if i download If the DLC is still not available to use, you can deactivate and reactivate your PS4 as your primary PS4 console, which may allow you to access the DLC.
